On March, 31st Shiliuhong Village Human Resource Training and ServiceCenter was founded in Dongxihu district of Wuhan City, which became the first human resource training base featured with rural tour training. The first 40 trainees shall receive two days rural tour specific knowledge training for free. In recent years, our city has explored a characteristic way of developing rural tour by the construction of special touring village and achieved rapid development. The farmers became operation entities of rural tour industry. Now, the number of rural tour operation units of various kinds reached 862, the characteristic villages with rural tour as leading industry reached 9 and there are 15,000 related workers which transferred almost 1,3000 village labors. Last year, the rural tour industry of the whole city realized comprehensive revenue of RMB 1.15 billion that makes it the leading industry for most farmers to get rich. The ShiliuhongVillage in Dongxihu District is a rural tour brand in our city. From 2005, many characteristic rural tour projects such as vegetable land and fruit tree adoption, fresh vegetables harvesting, farming experience, farm meal, water amusement park, etc. have been brought out and become popular among citizens. Now, it has received over 436,000 tourists with tourist income of over RMB 5.5 million and the farmers’ net income in this village reached RMB 11,300. Based on these, the Municipal Party Committee and Agricultural Bureau have decided to settle down the training base of countryside leisure tour in ShiliuhongVillage. Shiliuhong Village Human Resource Training and ServiceCenter shall undertake the special training associated with rural tour of the whole city. It aims on technical personnel and managerial team of the village and plans to start 10 semesters every year with at least 40 trainees for each semester. During the training, the trainees can systematically learn the theoretical knowledge related to rural tour through special training modes such as “class + field”, “lecture + visit”, “famous specialist + local experts”, etc; the trainees can also get into rural families to experience the operating condition of “Joy Farmhouse” and visit new countryside construction area of “Four Seasons Luck”, agricultural tourist park and organic vegetables base to obtain the development experience of rural tour. It is known that besides Shiliuhong training center, this year our city has also established 4 village human resource training and service centers in several suburban areas of Xugu, Qiansendao, Anshan and Xiangkou which respectively undertake the special training of edible fungus, economic fruits, flowers and nursery stocks as well as aquaculture. The 5 training centers are supposed to train over 2000 countryside technical personnel a year and each trainee shall receive RMB 100 subsidy for the training from Municipal Agricultural Commission. On the opening ceremony, vice secretaryof municipal Party committee Tu Yong gave an important speech. He pointed out that, establishing Village Human Resource Training and Service Center is a requirement for the realization of scientific development concept and spirit of “the 17th Congress” of the Party, as well as solving three major issues concerning agriculture; the innovation of the base’s training mode that bringing the closed class to open air of the countryside realized the transition from comprehensive research to topic research, from aimless training to specific training. He required the Shiliuhong Village Human Resource Training and Service Center to specifically complete the researches relating to three aspects as: the relation between tourism development and environmental protection; the coordination between tourism development and local farmers’ benefits to bring profits to farmers from rural tours; and the relation between human culture exploration and tourist economy development for intensifying the interest, participation and culture value of rural tours.
