I. General requirements

Take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance， implement the spirit of the 19th Communist Party of China National Congress， the second， third and fourth plenary sessions of the 19th Communist Party of China Central Committee fully，implement the decision and deployment of the Party Central Committee and the State Council on coordinating COVID-19 prevention and control with economic and social development conscientiously，promoting innovation-driven development， implement the innovation-driven development strategy， focus on the reform and innovation of system integration， coordination and efficiency， focus on fuller and higher-quality employment，focus on continuous enhancement of new drivers of economic development， strengthen policy coordination， enhance development stamina，harness new drivers of growth to support jobs and market entities， with a particular focus on the employment of college graduates， rural migrant workers who have returned to their hometowns and other key populations，strive to build the Mass Entrepreneurship and Mass Innovation Demonstration Base into an important carrier of entrepreneurship and employment， a leading benchmark for integration and innovation， a gathering platform for lean entrepreneurship， an important node for global entrepreneurship， and a model sample of comprehensive innovation and reform， and promote the high-quality development of innovation and entrepreneurship in China.

II. Respond to the impact of the epidemic actively， consolidate and strengthen the vitality of innovation and entrepreneurship

(I)Implement the relief policy for entrepreneurial enterprises.Implement the periodical reduction and exemption of enterprise social insurance premiums， deferment of housing provident fund and other burden alleviation policies， implement periodical deduction of the rates of unemployment insurance and workplace safety insurance， and implement the reduction， exemption for small-scale taxpayers’ value-added tax and other preferential policies;implement rent reduction and exemption policies for renting state-owned housing to ensure that the ultimate tenant is benefited; encourage Mass Entrepreneurship and Mass Innovation Demonstration Base to reduce the operating burden of startups by extending the incubation period and implementing rent subsidies;give priority to increasing financial support for innovative enterprises that are more affected by the epidemic but have good development potential， simplify the loan approval process， and increase the proportion of credit loans and medium and long term loans. (II)Strengthen mass entrepreneurship and innovation， resumption of work and production.Improve the service informatization and convenience level of Mass Entrepreneurship and Mass Innovation Demonstration Base， give full play to the role of the mass innovation and innovation support platform， industrial Internet platform， e-commerce platform， and other platforms， promote “one-click application， online receiving”， “online enterprise service， on-site government service” and other experiences， solve logistics， capital， employment and other problems for enterprises with multiple channels， make up for the shortcomings of the supply chain， and promote the coordination of the entire industry chain;encourage Mass Entrepreneurship and Mass Innovation Demonstration Base to explore new business forms and models to response to the impact of the epidemic;provided to the laid-off and unemployed， college graduates， migrant workers and other groups with a certain proportion of government-invested and developed incubators and other entrepreneurial carriers free of charge; guide Internet platform enterprises to reduce service fees for self-employed operators， and support the development of online entrepreneurship. Give full play to the leading role of large and medium-sized enterprises in Mass Entrepreneurship and Mass Innovation Demonstration Base， assist small and medium-sized enterprises in financing accounts receivable， and help upstream and downstream enterprises in the industry chain and related innovation subjects to solve problems of production and operation;quicken the promotion of the experience of comprehensive innovation and reform experiments in qualified demonstration bases， explore the implementation of credit guarantees of government-bank-insurance linkage， establishment of risk mitigation fund pools and other reform measures to provide effective financial support for small and medium-sized enterprises to respond to the impact of the epidemic. (IV) Implement demonstration actions that promote employment through social service entrepreneurship. (VI)Strengthen the policy guarantee for returning to the hometown to start businesses.Support regional demonstration bases to implement demonstration projects for returning home to start businesses preferentially; give full play to the leading role of Internet platform enterprises， and guide social capital， college student creators， and returnees to carry out “Internet + rural tourism”， rural e-commerce and other entrepreneurial projects in the countryside (National Development and Reform Commission， Ministry of Culture and Tourism， and Ministry of Commerce shall take responsibility based on the assignment);improve the policies of attracting， educating， and keeping talents to support returning to the hometown to start businesses， increase entrepreneurship training for rural entrepreneurial leaders， and cultivate a group of skilled entrepreneurs; give a lump-sum entrepreneurial subsidy to those who start businesses for the first time and have been in business for more than one year; give guaranteed loan interest discounts and training subsidies in accordance with regulations to those who are qualified and return to hometowns to start businesses (Ministry of Finance， Ministry of Human Resources and Social Security， Ministry of Agriculture and Rural Affairs， and the People’s Bank of China s shall take responsibility based on the assignment); provide employment services， employment assistance， and social assistance to those who have encountered difficulties in employment and life after returning to hometowns to start businesses timely (Ministry of Human Resources and Social Security shall take the lead)

(VII) Improve the innovation and entrepreneurial abilities of college students.Support the establishment of university demonstration bases， open up high-quality online courses for innovation and entrepreneurship education， strengthen the training of entrepreneurial practice and practical ability， promote the construction of mass entrepreneurship and mass innovation parks by relying on university demonstration bases， and promote the close integration of the promoting the commercialization of scientific and research findings with innovation and entrepreneurship practices;promote in-depth cooperation between university demonstration bases and enterprise demonstration bases， and establish a sharing mechanism for entrepreneurial mentors;support regional demonstration bases， universities， and enterprises to build practical training scenarios for specialty industries jointly， and accelerate the training of practical skilled talents that meet social needs;promote college students to strengthen mathematics， physics， chemistry， biology and other research of basic theories， and consolidate the foundation of national innovative capabilities (Ministry of Education shall take the lead); implement the special action of “school-enterprise cooperation” in Mass Entrepreneurship and Mass Innovation Demonstration Base， increase job demands fully， support to bring college graduates and entrepreneurial teams with continuous innovation ability and development potential into the talent reserve and cooperation plan of enterprise demonstration base， and broaden the channels for entrepreneurship-driven employment through career display， entrepreneurial partner recruitment and other new methods (National Development and Reform Commission， State-owned Assets Supervision and Administration Commission of the State Council， Ministry of Education and Ministry of Human Resources and Social Security shall take responsibility based on the assignment)

(VIII)Give full play to the leading role of large enterprises in entrepreneurship and employment. Support large-scaled enterprises， local governments， and universities to build entrepreneurial incubation parks jointly， and encourage qualified Mass Entrepreneurship and Mass Innovation Demonstration Base to carry out pilot projects that integrate production and education (National Development and Reform Commission shall take the lead); Explore ways to exclude the number of legal persons in newly-increased enterprises that have a significant effect of driving employment through entrepreneurship in the central enterprise demonstration bases (State-owned Assets Supervision and Administration Commission of the State Council shall take the lead); develop models such as “Internet platform + entrepreneurial unit”， “large-scaled enterprise + entrepreneurial unit”， and strengthen the guarantee of innovation and entrepreneurial factors by relying on enterprises and platforms (Ministry of Industry and Information Technology and National Development and Reform Commission shall take the lead)

IV. Enhance the level of well-coordinated and inter-connected development， and establish a leading benchmark for integration and innovation

(IX)Establish a financing and innovation mechanism for large， middle and small-sized enterprises.Encourage enterprise demonstration bases to build a financing and development platform for large， middle and small-sized enterprises by combining industrial advantages， notify resources， scenarios， applications， and innovation demands to small and medium enterprises， and support to include first high-tech products of small and medium-sized enterprises into the procurement system of large enterprise (National Development and Reform Commission， Ministry of Industry and Information Technology and State-owned Assets Supervision and Administration Commission of the State Council shall take the lead); refine the procurement policy of governments and increase the procurement support for small and medium-sized enterprises (Ministry of Finance shall take the lead); encourage Mass Entrepreneurship and Mass Innovation Demonstration Base to focus on core chips， medical equipment， other key links and shortcomings， establish a cooperative mechanism for collaborative technology research， development and industrialization of large， middle and small-sized enterprises， and promote the expansion of high-tech enterprises， scientific and technologic small and medium-sized enterprises (National Development and Reform Commission， Ministry of Science and Technology and Ministry of Industry and Information Technology shall take the lead);cultivate specialized， fined， peculiar and innovative “Small Giant” enterprises and champion enterprises in manufacturing by aiming at professional subdivisions (Ministry of Industry and Information Technology shall take the lead)

(X)Build an innovation and entrepreneurship system that integrates production， education and research.Strengthen the innovation and entrepreneurship cooperation model of “school + park + enterprise” in Mass Entrepreneurship and Mass Innovation Demonstration Base， build a professional service platform for the commercialization of scientific and research findings， and enhance the ability to pilot-scale test service and industry incubation capabilities (local people’s governments at all levels shall be responsible); encourage enterprise demonstration bases to build a market-oriented and in-depth integration of industry-university-research innovation consortia (National Development and Reform Commission， Ministry of Science and Technology， Ministry of Industry and Information Technology and State-owned Assets Supervision and Administration Commission of the State Council shall take the lead);optimize science-and-technology enterprise incubators， university technology parks， co-working space， the identification or filing requirements of incubating enterprises， and increase the support for qualified entrepreneurial service organizations (Ministry of Science and Technology and Ministry of Education shall take the lead); support the construction of Mass Entrepreneurship and Mass Innovation Demonstration Base with the special funds in the central government budget，reduce the requirements for the proportion of fixed asset investment in supporting projects related to Mass Entrepreneurship and Mass Innovation Demonstration Base (National Development and Reform Commission and Ministry of Science and Technology shall take the lead); support qualified Mass Entrepreneurship and Mass Innovation Demonstration Base to build scientific research bases with interdiscipline and collaborative innovation (Ministry of Education shall take the lead); Build enterprise technology centers and other innovation platforms in Mass Entrepreneurship and Mass Innovation Demonstration Base (National Development and Reform Commission shall take the lead)

(XI) Strengthen the coordination and cooperation of different types of Mass Entrepreneurship and Mass Innovation Demonstration Base. Build a cross-regional cooperation and exchange platform for Mass Entrepreneurship and Mass Innovation Demonstration Base， promote the cross-regional incubation with “enclave model”， explore the cooperation mechanism of cross-regional echelon flow of incubation projects， carry out cross-regional financing and cooperation in resource sharing， industrial coordination， intellectual property protection and operation; promote the construction of entrepreneurial service system that connects incubators， accelerators， and industrial parks (local people’s governments at all levels shall be responsible); support the construction of regional integrated innovation and entrepreneurship service platform preferentially with funds in the central government budget (National Development and Reform Commission shall take the lead);Optimize the Yangtze River Delta， Beijing-Tianjin-Hebei and Western Demonstration Base Alliance， and support the establishment of the Central and Southern Demonstration Base Alliance (National Development and Reform Commission shall take the lead)

V. Strengthen financial support for innovation and entrepreneurship， and strive to solve financing problems

(XIII)Improve the ecological chain of innovation， entrepreneurship， and venture capital.Encourage in-depth cooperation between state-funded guidance fund of venture capital， industrial investment funds and Mass Entrepreneurship and Mass Innovation Demonstration Base， strengthen venture capital services in emerging industries， and improve the project roadshows， investment and financing docking， information exchanges and other market-oriented and professional services (National Development and Reform Commission， Ministry of Finance， Ministry of Industry and Information Technology， Ministry of Science and Technology shall take responsibility based on the assignment); support financial institutions and scientific research institute demonstration bases and regional demonstration bases to cooperate in establishing venture capital funds and industrial investment funds in accordance with market principles under the premise of compliance with laws and regulations and controllable risks， support to establish charity angel investor alliances， other platforms and organizations， and increase investment in start-up and seed-stage projects in subdivisions (National Development and Reform Commission， Ministry of Science and Technology，People’s Bank of China， China Banking and Insurance Regulatory Commission， and China Securities Regulatory Commission shall take responsibility based on the assignment)

(XIV) Strengthen the incubation carrier of open entrepreneurship.Encourage qualified Mass Entrepreneurship and Mass Innovation Demonstration Base to build international entrepreneurship incubators， and build offshore innovation and entrepreneurship bases jointly with well-known universities， multinational enterprises， and intermediary agencies to improve the conversion efficiency of overseas entrepreneurship projects; support to establish overseas venture capital funds to provide financial support for high-quality innovation and entrepreneurship projects. (XV)Build multilateral and bilateral entrepreneurial cooperation platforms. Incorporate Mass Entrepreneurship and Mass Innovation Demonstration Base in the bilateral and multilateral innovation and entrepreneurship cooperation mechanism preferentially， and support the hosting of large-scale international innovation and entrepreneurship competitions and forums;support Mass Entrepreneurship and Mass Innovation Demonstration Base to build industrial parks and overseas innovation centers; strengthen policy communication， resource integration and sharing with international key cities on innovation and entrepreneurship;Support Mass Entrepreneurship and Mass Innovation Demonstration Base to hold key innovation and entrepreneurship activities based on the “Overseas Activity Week” and connect with international innovation resources;strengthen the cooperation with overseas incubators， international entrepreneurial organizations and service institutions and provide support for local SMEs to “go global” and develop. VII. Promote the pilot reform of comprehensive innovation and stimulate the driving force of innovation， entrepreneurship and creation

(XVI) Explore and improve the regulatory mechanism for inclusive innovation.Support Mass Entrepreneurship and Mass Innovation Demonstration Base to deepen the reform of the commercial system and create a good business environment (State Administration for Market Regulation shall take the lead); Support regional demonstration bases to develop pilot projects in improving the entrepreneurship-driven employment security system， establishing “regulatory sandbox” for the development of new business formats， promoting the integration and innovation of different entities， improving the fault-tolerant mechanism for entrepreneurial failures and other aspects， and quicken the establishment of innovation， entrepreneurship and creation ecology with innovation leading and coordinated development (Relevant provincial people’s governments shall be responsible for overall planning， organization， and selection)

(XVII) Deepen the reform and innovation of the innovation and entrepreneurship system. Support enterprise demonstration bases to establish large-scale enterprise-led innovation consortia and improve supporting policies for mixed ownership start-ups derived from central enterprises， and accelerate the formation of enterprise-based， market-oriented financial innovation systems;support enterprise demonstration bases to take the lead in reforming the state-owned investment supervision and evaluation system， and establish operational fault-tolerant mechanisms for innovation and entrepreneurship;support the implementation of co-investment mechanism for employees in business areas with high risks and uncertainties， explore the approach of “business partner”， and form a community of interests between key employees and the enterprise. (XVIII) Innovate the mechanisms for promoting the commercialization of scientific and research findings.support universities and research institute demonstration bases to carry out pilot projects in constructing modern scientific research institutes， promoting the combination of innovation and entrepreneurship in universities and the commercialization of scientific and technological findings， promoting the reform of the ownership or long-term use rights of scientific and technological findings， optimizing the commercialization of scientific and technological findings and decision-making processes， improving the new mechanism for deep integration of industry， university， and research， and establishing specialized technology transfer institutions and other aspects， and provide institutional guarantees for accelerating the transfer and commercialization of scientific and technological findings.
