Implementation Plan for Comprehensively Deepening the Innovation and Development Pilot of Service Trade in Wuhan
The Plan is hereby formulated in accordance with the spirit of “Reply of the State Council on Agreeing the Comprehensively Deepening the Innovation and Development Pilot of Service Trade” (No. GH [2020] 111)， “Notice of the Ministry of Commerce on Printing and Distributing the Overall Plan for Comprehensively Deepening the Innovation and Development Pilot of Service Trade” (No. SFMF [2020] 165) to accelerate the work of comprehensively deepening the innovation and development pilot of service trade in our city.
I. General requirement
Take Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era as the guidance， give full play to the supporting role of service trade in stabilizing foreign trade and foreign investment， take supply-side structural reform as the main line， put management system， opening path， promotion mechanism， policy system， supervision mode， business innovation of service trade into trail use， maximize market vitality and innovation， and enhance the international competitiveness and influence of “Wuhan Service” to make Wuhan an important hub of national “the Belt and Road” construction， supporting the development of the Yangtze River Economic Belt， and the “dual circulation” connect China and the world; further expand the scale of development of service trade， optimize the structure of service trade， enhance export capabilities， create a group of characteristic service industry clusters， cultivate a group of leading enterprises in service trade， and explore the formation of a group of pilot innovation experiences.
II. Primary mission
(I) Comprehensively explore ways to improve the system for managing service trade
Improve the overall planning， coordination， decision-making， and consulting mechanisms. Exploit the overall planning and coordination role of the Municipal Leading Group for the Development of Service Trade (hereinafter referred to as the Municipal Leading Group)， strengthen the comprehensive coordination， implementation promotion， information notification and measure guarantee for the pilot work;establish an expert advisory committee for service trade， improve the decision-making and advisory mechanism for the development of service trade; explore the establishment of evaluation mechanism;improve the high-quality development index system of service trade， and explore the performance evaluation and appraisal mechanism of development of service trade; deepen the reform to “streamline administration， delegate powers， and improve regulation and services”; explore and innovate the management system and model of the service industry， and earnestly delegate and carry on national and provincial departments industry management and approval authority;implement the negative list system for market access and optimize the approval process for government services; promote the connection and collaboration; improve the coordination mechanism of the three levels of government departments at the provincial， municipal and district levels， promote the integrated development of service trade in Wuhan Metropolitan Area， and accelerate the formation of a new pattern of complementary advantages， coordination and linkage in regional development of service trade.
(II)Comprehensively explore to expand the opening up of the service industry
Expand opening-up in an orderly manner.Implement pilot opening-up measures in key industries， cancel or soften market access conditions， and improve the opening-up level of the service industry; implement the negative list management system for cross-border service trade， soften orderly or cancel relevant restrictive measures; implement the pre-establishment national treatment & negative list， and manage in accordance with the principle of consistency between domestic and foreign investment; promote the effectiveness of open development; innovate investment invitation methods， improve the service system for foreign investment， and protect the legitimate rights and interests of foreign investors; strengthen the precise investment invitation of service industry， attract high-end brands and emerging business formats to gather in Wuhan， and expand the scale of foreign investment in the service industry;construct international cooperation parks; strengthen cooperation with the partners of key service trade， and accelerate the construction of Sino-French Wuhan Ecological Demonstration City， Sino-Japanese Industrial Park， Sino-German International Industrial Park， Sino-India (Wuhan) Science and Technology Industrial Park， Sino-US Health Industrial Park and other international industrial parks; encourage the import of key services; promote the import of R&D and design， energy conservation， environmental protection， environmental services， consulting services and other key productive services based on the development demands of the industry， and encourage the import of education， culture， medical care and other high-end life services.
(III)Comprehensively explore to improve the convenience level of service trade
Promote the facilitation of technology flow:strengthen the protection and use of intellectual property rights， establish and improve a public service system for intellectual property rights that supports innovation; further improve the management system for technology import and export， and optimize the paperless processing of technology import and export contract and registration. Promote the facilitation of capital flow: quicken the cross-border use of the RMB in service trade;implement a cross-border financial management system for fund receipts and payments; continue to improve foreign exchange management measures， and explore measures to facilitate foreign exchange receipts and payments in service trade. Promote the facilitation of personnel flow: optimize the service mechanism for the flow of overseas professional talents， and smooth the channels for foreign high-level talents to come to Wuhan for entrepreneurship; explore flexible employment systems and policies that are compatible with the development of digital economy and digital trade; strengthen the promotion of the policy of 144-hour Visa-Free Transit for foreigners to attract more foreigners to Wuhan for tourism， medical treatment， shopping and cultural exchanges at suitable times. Promote the facilitation of international consumption: support pioneering trials of Jianghan Road Pedestrian Street in creating an international consumer environment and increasing high-quality consumer supply; promote the establishment of duty-free shops in cities and airports， and improve multilingual shopping guides， multi-currency payments， and other international supporting services.Promote the facilitation of the digital business environment: establish a collection， selection， and release system for application scenarios of digital economy and online economy， and build a docking platform for application scenarios of the digital economy; publish the demand list of smart city every year around the construction of smart city， focus on medical， education， public security， transportation， government services and other fields; expand the application of dedicated international communication channels， and promote the export of software and information services. Promote the facilitation of customs clearance: optimize customs clearance procedures and models， enhance the facilitation of the import and export of goods related to service trade， and facilitate the customs clearance of temporary inbound and outbound goods related to tourism， exhibitions， medical care， sports， and performance.
(IV)Comprehensively explore to innovatedevelopment model of service trade
Promote the integration and development of industries.Develop digital economy with the help of new-generation information technology， promote the integration of offline and online development of the service economy， promote the in-depth integration of advanced manufacturing and modern service industries， and drive the integration of the producer service industry into the global value chain;deepen the integration and development of culture， tourism， sports， exhibition， and night economy， and cultivate new economic growth points;give full play to the functions of comprehensive bonded areas and other special customs supervision areas to promote synergetic development; promote concentrated development of the area; optimize the spatial layout of the service industry and service trade， and cultivate a group of modern service industry clusters and service export bases to promote the concentrated development of service industry and service trade; support the construction of National Network Security and Talent Innovation Base， National Inspection and Testing High-tech Service Industry Cluster， China (Wuhan) Human Resources Industrial Park and other key parks to consolidate the foundation for the development of service trade; promote the development of “bonded +” services; support the Wuhan area of the China (Hubei) Pilot Free Trade Zone to create a national digital service export base and build a “Digital Trading Port”; support Wuhan Xin’gang Airport Comprehensive Bonded Zone and other zones to take policy superiority of the special customs supervision area to carry out new bonded maintenance， bonded research and development， bonded logistics， cross-border e-commerce and other service trades; promote the opening up and development of traditional fields;promote the international development of tourism， transportation， medical care， education， culture and other industries， and strive to strengthen international cooperation in tourism and sports under the conditions of normalization of epidemic prevention and control; develop mid-to-high-end inbound tourism， promote study， medical treatment and shopping in Wuhan， and enhance the international level of life service industry.
(V)Comprehensively explore to improve the promotion system of service trade
Promote international exchanges and cooperation: cultivate service trade exchange and cooperation platforms vigorously， including Wuhan summit for the innovation and development of service trade; support commercial industry associations and other institutions to carry out service trade promotion activities; support the exhibition enterprises of Wuhan to hold comprehensive and professional service trade exhibitions abroad; support enterprises to participate in well-known service trade exhibitions at home and abroad; encourage investment and trade exhibitions to set up service trade exhibition areas， and strengthen investment invitation and promotion of service industry.Innovate overseas promotion mechanism: establish Wuhan Service Trade Promotion Alliance， explore to construct overseas investment invitation centers and trade promotion centers; support leading enterprises to establish overseas R&D centers， offshore contract receiving centers， and overseas marketing service centers， and create a number of overseas promotion platforms.Improve public service platforms: strengthen the integration and overall utilization of the resources in service trade public service platforms， build public service platforms with strong public service capabilities and wide coverage， and provide policy information， language translation， technical support， legal consultation and other public services for micro， small and medium-sized enterprises.Optimize the foreign-related services of enterprises: establish intellectual property risk pre-warning mechanisms and information service platforms， strengthen the protection and assistance of overseas intellectual property rights of enterprises， build a “the Belt and Road” legal service center and commercial arbitration center， and give full play to the service role of the trade friction workstation of the Ministry of Commerce.
(VI)Comprehensively explore to optimize the system of service trade policy
Optimize policies of financial support: play the guiding role of financial funds， optimize financial support methods， improve the efficiency of funds using， support enterprises to explore overseas service markets， encourage the export of emerging services， improve the district-level service trade policy system， and promote the expansion of scale， optimization of structure， and promotion of export.Implementation of preferential tax policies: the zero-tax rate policy shall be implemented for the export of eligible R&D services， design services， production and distribution of radio， film and television programs (works)， outsourcing of offshore services， and other services.Implementation of preferential tax policies: the zero-tax rate policy shall be implemented for the export of eligible R&D services， design services， production and distribution of radio， film and television programs (works)， outsourcing of offshore services， and other services in conjunction with the in conjunction with the comprehensive implementation of replacing the business tax with a value-added tax.Innovate measures for financial services: broaden the financing channels of service trade enterprises， and encourage financial institutions to innovate financial services that adapt to the characteristics of service trade; give full play to the role of “Hanrongtong” platform， enlarge and strengthen government financing guarantee institutions， and make full use of special funds for relief loans for small， medium and micro enterprises and self-employed households; optimize policies of export credit and export credit insurance and help enterprises to explore diversified markets; support qualified service trade enterprises to raise funds in capital market.
(VII) Comprehensively explore to improve the supervision model of service trade
Improve the on-processing and post-event supervision system:improve the on-processing and post-event supervision system: establish an on-processing and post-event supervision system based on the credit of market entities， implement the supervision of regulation of “random selection of inspection objects and inspectors and timely public disclosure”， and improve the inclusive and prudent supervision method that is compatible with innovation and entrepreneurship in the service industry and service trade; support the role of service trader associations and organizations and promote the construction of honesty and faithfulness.Explore the “Internet + Supervision” model: strengthen the construction of public credit information service platforms， strengthen the collection， inquiry and application of credit information， establish a hierarchic and classified supervision system， and implement a coordinated mechanism of “encouraging trustworthiness and punishing dishonesty”; support Wuhan area of China (Hubei) Pilot Free Trade Zone to build a service platform for import and export of special biomedical items and biological materials made from plants or animals， and innovate one-stop service mechanisms for approval， customs clearance， warehousing and logistics.Expand the scope of bonded supervision: strengthen the credit education of service outsourcing enterprises， and guide more regulated and law-abiding service outsourcing enterprises to become Authorized Economic Operator (AEO); explore cross-border supervision measures for R&D supplies， and implement the management method of risk classification catalog and list for imported unregistered medical devices for R & D (testing)， imported and exported materials for testing.Optimize the supervision of key areas: explore to innovate the management model of technology trade， improve technology import and export monitoring systems; focus on biomedicine， artificial intelligence， electronic information and other key development areas， explore to conduct security evaluation for cross-border data flow， and establish a data security management mechanism that coordinates cross-border data flow with data security and personal privacy security; explore the protection models for digital trade intellectual property rights， and improve the public service system of intellectual property continuously.
(VIII) Comprehensively explore to improve the statistical system for service trade
Improve the statistical mechanism: improve the statistics monitoring， operation and analysis system of service trade， optimize the statistics methods of service trade， and improve the comprehensiveness， accuracy and timeliness of the statistics of service trade.Strengthen data reporting: improve the contact system for key service trade enterprises， implement the requirements of the Ministry of Commerce on statistics system of service trade， and increase the coverage of statistics and monitoring enterprises.Expand the scope of statistics: explore a unified statistical method for service trade that meets local realities and covers four models.Explore statistics methods of digital trade: establish a statistics model that combines statistical data and business cases.
III. Key development areas
(I) Foster new drivers of growth in digital services
Outsourced services:deepen the construction of service outsourcing demonstration city， promote the transformation and upgrading of the service outsourcing industry， and build a service outsourcing industry development pattern with reasonable structure， distinctive features and complementary advantages and with demonstration areas as the main body and professional parks as the support; support service outsourcing enterprises to accelerate digital transformation， and encourage the innovation of service model and business model; promote the harmonious development of offshore and onshore businesses， and accelerate integration into the global industrial chain and value chain.New-generation information technology: build a high-level “Software City with ChineseCharacteristics” and a national new-generation artificial intelligence innovation and development experimental zone， and build a digital economy industrial cluster around the key link of “Optical Fiber， Chip， Screen， Terminal Product， Network， Cloudand Intelligence”， and accelerate the establishment of a national first-tier digital economy city and digital trade highland; promote key enterprises to establish overseas R&D centers and marketing networks to enhance the level of international development.Cross-border e-commerce services: promote the online and offline interaction and collaboration of cross-border e-commerce， improve the service level of cross-border trade product display， global marketing and promotion， cross-border payment and settlement， internet finance， logistics supply chain， and promote efficiency through cloud computing， big data and other digital technologies to boost the vigorous development of cross-border e-commerce.
(II)Create new advantages in traditional services
Construction services: build high-quality “World Design Capital”， strengthen the cooperation with international construction service industry organizations and enterprises， and cultivate a group of backbone enterprises with international competitiveness; support enterprises to “go global” in groups and encourage to participate in infrastructure development that connects countries along “the Belt and Road”; expand the overseas construction service market vigorously， and encourage enterprises to undertake international engineering contracting business.Transportation services: accelerate the construction of smart logistics， promote the sharing and openness of public logistics data and resources， and improve the intelligent level of warehousing， transportation， distribution and other logistics links ; promote the development of new forms of transportation organizations， including network freight， and promote the transformation and upgrading of road freight; promote the construction and operation of “Urban Freight Station in Optics Valley” and improve the quality of customs clearance.Tourism services: implement the space optimization plan in citywide tourism， build the spatial layout of “One Axis， One Center， One Mountain， Three Cities and Hundreds of Lakes” for citywide tourism; implement a tourism service improvement plan to improve the service level of inbound tourism; strengthen the promotion of tourism resources; strengthen and optimize “Zhiyinhao” and other projects with cultural and tourism brands.

Technology trade: improve the commercialization， motivation and operation mechanism of scientific and technological findings， and promote the cooperation， innovation and exchange of Chinese and foreign technology R&D; encourage multinational enterprises and foreign-funded institutions to establish R&D institutions in Wuhan; cultivate high-tech enterprises， technologically advanced service enterprises to promote technological innovation; improve the intellectual property and operation service system， develop the intellectual property service industry， and improve the ability and level of PCT international patent applications.Financial services: promote financial reform and innovation， expand financial opening， promote the construction of digital financial infrastructure， improve the international level of the financial market and financial services; introduce domestic and foreign financial institutions， and encourage financial institutions and overseas institutions to carry out in-depth cooperation and expand international financial business steadily; supportWuhan East Lake High-tech Development Zone to establish a national science and technology insurance innovation demonstration zone.Cultural services: accelerate the integration of culture and technology， develop new cultural digital publishing， animation games， online entertainment and other services vigorously， and support the innovative development of news publishing， radio， film and television; held Wuhan Douyu International Live Festival， China Game Festival and other branded cultural festivals; improve the cultural marketing network， and promote cultural products and services Wuhan’s characteristic to “go global”; support Wuhan East Lake High-tech Development Zone to establish a national cultural export base.Exhibition services: promote the construction of national convention and exhibition center， improve the supporting facilities for exhibitions， enhance the level of branded exhibitions， and cultivate the main entities of exhibition industry; introduce domestic and foreign high-end branded exhibition forums actively to enhance the internationalization and professionalization of exhibitions.

Professional service: accelerate the development of engineering design， industrial design， cultural design， creative design and other design services， and build the brand of “Wuhan Design”; accelerate the development of foreign-related legal service， cultivate a group of high-quality foreign-related legal personnel， and promote the opening of the foreign-related legal service; promote the high-quality development of human resource services， high-tech inspection services， testing services and other services， cultivate a group of leading enterprises; introduce internationally renowned professional management and consulting service institutions actively， and improve the scale and quality of professional services.Educational service: formulate and implement a new round of three-year action plan to accelerate and expand the opening up of education in the new era， and enhance the internationalization of education in Wuhan; strengthen international understanding education in primary and secondary schools， and promote the construction of international education parks; set up government scholarships for international students and create the brand of “Study in Wuhan”; promote the new Sinology plan of Confucius Institute， and support qualified vocational colleges to establish “Luban Workshop” overseas; support the cluster development of Optics Valley online education industry， and encourage the international development of online education enterprises.Sports service: apply for national sports consumption pilot cities actively， and promote the mechanism innovation， policy innovation， model innovation， and product innovation of sports consumption; accelerate the construction of “International Event City”， cultivate a number of featured and branded events， introduce a number of high-end international events， and support a group of leading enterprises in sports service.Medical and health service: develop medical R&D， remote diagnosis， treatment and other medical and health services vigorously; encourage foreign investment to set up joint venture， cooperative medical， health care， nursing and other institutions in Wuhan; encourage the establishment of medical institutions solely owned by Hong Kong， Macao and Taiwan; support medical institutions in Wuhan to set up international outpatient clinics， and improve the international medical environment and services; create a service and export base for traditional Chinese medicine， improve the statistics of traditional Chinese medicine service trade; expand international cooperation in traditional Chinese medicine services; promote the in-depth integration of traditional Chinese medicine and tourism development， and support the construction of national and provincial health and tourism demonstration area of traditional Chinese medicine.
IV. Organization and implementation
(I) Strengthen organizational leadership.The municipal leading group must strengthen organizational leadership effectively， improve the promotion mechanism with “Vertical Coordination And Horizontal Linkage”， study the implementation of pilot tasks regularly， coordinate and solve major issues， and ensure the effectiveness of the pilot work; incorporate the service trade into national economic and social development plan of Wuhan， accelerate the development of service trade by seizing the opportunity of pilots， and promote the transformation and upgrading of foreign trade and high-quality economic development.
(II) Strengthen supervision and assessment.All relevant departments should connect and strive for guidance and policy support from the higher-level competent authorities， formulate detailed implementation plans， and report the progress and results regularly in accordance with the assignment of responsibility.The people’s governments of all districts (including the administrative committees of development zones and scenic spots) and the competent authorities should study and formulate three-year action plans or development plans for the development of service trade in key areas and key fields， clarify timetables and road maps， and promote the quality and upgrading of service trade.Municipal Leading Group Office (Municipal Commerce Bureau) should strengthen planning and coordination， supervise， evaluate and promote in conjunction with relevant departments.
(III)Strengthen policy guarantees.Strengthen the joint reform and integrated innovation of pilot work， pilot free trade zones and comprehensive pilots of modern service industries， draw on the advanced experience of comprehensive pilot projects to expand and open up the industries in Beijing and other cities， sort out and integrate existing policies， formulate policies and measures that are highly targeted， forward-looking and operable in line with actual development to further form comprehensive policy synergy supporting the development of service trade.
(IV)Strengthen talent support.Strengthen the construction of talent team for the service trade， increase the training， support and introduction of professional and international talents; support the universities in Wuhan to be oriented by talent demand， increase the teaching about service trade， and develop school-enterprise cooperation to train talents; encourage market entities step up efforts to introduce and train talents， and support the construction of training bases for service trade talents; intensify the protection of personnel and funds for service trade， and carry out international exchanges， cooperation and training activities related to the wider opening of the service industry and the innovative development of service trade.
(V)Further play the pilot， demonstration， and leading role of the pilot projects， and strive to form a batch of pilot experiences or innovative cases that can be replicated and promoted nationwide by combining with actual conditions of Wuhan; strengthen the promotion of the “Wuhan Service”， and create a favorable atmosphere for all sectors of society to support the innovative development of service trade.
