The Proposals are hereby given upon research to according to the spirit of “Proposals of the State Council on Promoting the Innovation, Upgrading and Building a New Highland of Reforms and Opening-up in National Economic and Technological Development Zones” (No. GF [2019] 11), “Proposals of the Provincial People’s Government on Promoting the Innovation, Upgrading and Building a New Highland of Reforms and Opening-up in Development Zones” (No. EZF [2020] 13) and other documents by combining the actual situation to promote development zones in the City to accelerate the integration into the new development pattern with the domestic circulation as the main body and the dual circulation of mutual promotion of the domestic and international, create a new highland of open economy, and create new achievements in high-quality development.
I. Enliven autonomy to reform
(I) optimize the institutional functions of development zones. Promote the reform of the establishment of institutions in development zones in accordance with the principle of “overhauling, flattening, and marketizationOverhauling, Flattening,and Marketization”, set up independent institutions around the main responsibilities and main businesses within the total number of approved institutions, focus on strengthening departments for economic development, investment promotion, scientific and technological innovation, and service provision, and promote the optimization of institutional settings and function allocation, coordination and efficiency;optimize the functions of the administrative committee, establish a non-administration management model, strengthen the economic development functions of development zones, and separate social affairs management and development and operation based on market-oriented operation. (II) Optimize the development and operation mechanism of development zones. Support the development zones to establish a market-oriented development and operation mechanism where professional operating entities are responsible for regional development, infrastructure construction, investment promotion, investment financing, and professional services, encourage operators in development zones to implement open market-oriented reorganization according to development needs, and introduce foreign capital to develop and operate specialty industrial parks actively. (III) Establish an incentive mechanism for market-based selection and employment.Introduce the system of market-oriented and competitive selection and employment, and implement the system of full-employment competition and rank and yank in national development zones on a trial basis and the premise of adhering to the principle of placing cadres under party supervision; determine the salary level and distribution method independently according to relevant regulations for development zones with full-employment system; innovative performance appraisal system, put the salary system “paidPaid by postPost and performancePerformance” into trial use with key performance indicator (KPI) appraisal as the core, link individual performance salary with the appraisal coefficient, departmental appraisal coefficient, and personal appraisal coefficient directly.(Responsible organization: Organization Department of Municipal Committee,Municipal Commission Office of Public Sectors Reform, Wuhan East Lake High-tech Development Zone, Wuhan Economic & Technological Development Zone, Administrative Committee of Wuhan Airport Economic Development Zone)
(IV) Imitate and promote the reform experience ofNational Innovation Demonstration Zone and Wuhan Area of the China (Hubei) Pilot Free Trade Zone.Promote the trial reform results of National Innovation Demonstration Zone in the reform of the “three rights” (use rights, disposal rights, and income rightsThree Rights” (Use Rights, Disposal Rights,and Income Rights) of duties, technology, and results, the promotion of new research and development institutions, technology and financial innovation, and other aspect; highlight key fields such as facilitation of investment and trade and reform of the commercial system, and encourage development zones to replicate and promote the reform experience in Wuhan Area of the China (Hubei) Pilot Free Trade Zone actively and steadily. (V)Carry out a comprehensive reform of the market-based allocation of the factors of production. Strive to create a pilot city for the comprehensive reform of the national market-based allocation of the factors of production; support the public institutions in development zones to adopt the method of open assessment to select and introduce high-level and urgently-needed talents; posts without corresponding vacant can be recruited through special posts;take the lead in exploring the establishment of a new type of support system of industrial land (M0) in development zones;study and formulate adjustment and operation methods of land plot ratio for industrial projects;give full play to the role of “Hanrongtong” platform, enlarge and strengthen government financing guarantee institutions, and make full use of special funds for relief loans for small, medium and micro enterprises and self-employed households; support the direct transactions between the enterprises in development zones and power generation enterprises, and support the development zone to conduct the market-oriented reform of natural gas prices for non-residential use to reduce energy costs.(Responsible organization: Organization Department of Municipal Committee,Municipal Development and Reform Committee, Municipal Human Resources and Social Security Bureau, Municipal Natural Resources and Planning Bureau, Municipal Local Financial Work Bureau, Municipal Finance Bureau, Municipal Bureau of Economy and Information Technology, and district people’s governments)
Continue to optimize the business environment. Establish the concept of “shop secondHumble Servants”, practice the service concept of “responding:Responding to callsCalls and no disturbance at normal timeNo Disturbance in Usual”; support the development zones to take the lead in fully implementing the “Proposals of Wuhan Municipal Committee of the Communist Party of China and Wuhan Municipal People’s Government on Further Optimizing the Business Environment” (No. WF [2020] 7) in leading the country in 23 major business environment indicators and setting an example; explore to delegate municipal-level economic management authority to national-level development zones and delegate district-level economic management authority to provincial-level development zones by district people’s governments through entrusting, decentralization and other forms. II. Improve the level of open economy
Promote the scale expansion and quality improvement of investment invitation.Fully implement the “Notice of Municipal People’s Government on Printing and Distributing Several Measures of Wuhan to Further Expand the Utilization of Foreign Capital and Promote High-quality Economic Development” (No. WZG [2019] 6);support national-level development zones to carry out investment promotion, enterprise entry and other services in accordance with market principles, and introduce regional headquarters, R&D centers of multinational enterprises and other functional institutions;reward qualified market-oriented investment service agencies in development zones in accordance with the principle of localization and the comprehensive contribution of the introduced projects to the economy and society of the region; strengthen alumni investment invitation and build a community of interests of “Park + Alma Mater + Alumni”; implement the pre-establishment national treatment & negative list, and manage in accordance with the principle of consistent domestic and foreign investment; improve the complaint handling mechanism for foreign-funded enterprises to protect the legitimate rights and interests of foreign investors.

Improve the quality of foreign trade. Carry out pilot projects for the innovative development of national service trade vigorously, and build a number of export bases with characteristic services;deepen the promotion of the pilot market procurement trade method of North Hankou International Commodity Exchange Center, and explore the formation of the management model that adapts to the development of market procurement trade methods to drive the export of small, medium and micro enterprises; support the establishment of cross-border e-commerce industrial parks in development zones that have established comprehensive bonded zones, and establish online and offline one-stop foreign trade comprehensive service centers to provide enterprises with import and export-related qualification applications, tax refunds, customs declarations, credit insurance and other comprehensive services.(Responsible organization: Municipal Commerce Bureau, Municipal Bureau of Economy and Information Technology, Municipal Development and Reform Committee and district people’s governments)
Expand new space for open cooperation.Accelerate the construction of Sino-French Wuhan Ecological Demonstration City, Sino-Japanese Industrial Park, Sino-German International Industrial Park, Sino-India (Wuhan) Science and Technology Industrial Park, Sino-US Health Industrial Park and other international industrial parks; encourage national-level development zones to integrate or host provincial-level development zones or characteristic parks with adjacent locations and complementary industries, and create more concentrated, contiguous, coordinated, complementary, and joint development industrial communities.(Responsible organization: district people’s governments)
III. Build a modern industrial system
Compile and implement the industrial map of development zones.Adjust and optimize the industrial layout of development zones, draw up industrial maps of development zones, and build an industrial development pattern featuring misplaced competition and complementary advantages based on the industrial map, and in accordance with the principle of no more than 3 leading industries in each development zone by taking the “14th Five-Year Plan” and the action plan for the development of ten high-end industries led by academicians.(Responsible organization: district people’s governments, Municipal Development and Reform Committee, Municipal Bureau of Economy and Information Technology, Municipal Commerce Bureau, and Municipal Natural Resources and Planning Bureau)
Focus on “reinforcing the chain” of leading industries. Expand the “optical fiber, chip, screen, terminal productOptical Fiber, Chip, Screen, Terminal Productand networkNetwork”, automobile manufacturing and service, and comprehensive health industries, and accelerate the construction of three trillion level industrial clusters; Establish a “chain chief systemChainChiefSystem” in which municipal leaders serve as service industry chain, and strengthen the “overall planningOverallPlanning of six chainSixChains” of industry, innovation, talent, capital, policy and investment invitation; support the expansion of leading enterprises, and the construction of “parkPark in parkPark” and “parkPark in zoneZone” in the existing parks, and support leading enterprises to support local industrial chain and supply chain supporting enterprises to form distinctive industrial clusters; focus on weak industrial links and support enterprises to increase the upgrading and transformation of technical equipment.(Responsible organization: Municipal Science and Technology Bureau, Municipal Science and Technology Bureau, Municipal Development and Reform Committee and district people’s governments)

IV. Enhance the ability of industrial innovation and development
Strengthen the construction of major industrial innovation platforms.Promote the reform and development of new R & D institutions, establish market-oriented operation and management systems, build an organizational structure of “new R & D institutions + investment and development enterprises + professional research institutes”, give autonomy in personnel selection, professional title evaluation, science and technology project management, income from the commercialization of scientific and research findings, and create an innovative community of “Government-Industry-University-Research-Finance-Service-Customer”; quicken the construction of Optics Valley science and technology innovation corridor; continue to pay close attention to the construction of “Innovation Valley”;accelerate the construction of major scientific and technological infrastructure, and build a group of high-level innovation platforms in light source, commercial aerospace, laser applications, high-speed rail transit, intelligent ship manufacturing, electromagnetic manufacturing, biomedical imaging and other fields in Wuhan;integrate the inspection and testing within the city, and guide relevant inspection and testing institutions to gather in development zones.(Responsible organization: Municipal Science and Technology Bureau, Municipal Bureau of Economy and Information Technology, Municipal Development and Reform Committee, Municipal Administration for Market Regulation and district people’s governments)
Improve the cultivation mechanism of emerging industries.Improve the whole-chain incubation system of “coCo-working space-incubator-acceleratorSpace-Incubator-Accelerator” for science and technology enterprises, and create a cradle for incubating “start-up enterprises-gazelle enterprises-unicorn enterprises-emerging industriesStart-ups -GazelleEnterprises-UnicornEnterprises-EmergingIndustries”; implement a collection system for scientific and technological projects, focus on integrated circuits, BeiDou navigation and other geospatial information, new-generation information technology, intelligent manufacturing and other key industrial fields, speed up the transformation of technology research that “being hit in the throat” and the commercialization of scientific and research findings;implement financial support policies for high-tech enterprises, and subsidize 200,000 per enterprise from municipal finance for high-tech enterprises recognized for the first time; subsidize 50,000 per enterprise from municipal finance for high-tech enterprises re-identified after the expiry date; subsidize 50,000 per enterprise from municipal finance for ecdemicacademichigh-tech enterprises that have been relocated to the administrative area of Hubei Province and approved by Hubei Provincial High-tech Enterprise Certification Regulatory Agency within the period of validity, and each district shall provide supporting at a ratio of not less than 1:1.(Responsible organization: Municipal Science and Technology Bureau, Municipal Finance Bureau, Municipal Development and Reform Committee and district people’s governments)
(III) Strengthen the construction of application scenarios of the digital economy. Establish a collection, selection, and release system for application scenarios of digital economy and online economy, and build a docking platform for application scenarios of the digital economy;publish the demand list of smart city every year around the construction of smart city, focus on medical, education, public security, transportation, government services and other fields, publish more than 50 application scenarios and complete more than 150 application scenarios in 3 years.(Responsible organization: Municipal Services and Big Data Administration and district people’s governments)
(IV) Promote the application of innovative products.Formulate a catalog of applications, demonstrations, and recommendations of innovative products in Wuhan, and encourage the priority application of innovative products and services;build a circular supply-demand docking platform for Wuhan manufacturing market, open up production, supply and marketing, stabilize the supply chain, and promote the application of “Made in Wuhan”;reserve a certain budget share for demonstration of innovative product applications for government investment projects and government procurement in development zones of the same category as the innovative products in the catalogue.(Responsible organization: Municipal Bureau of Economy and Information Technology, Municipal Science and Technology Bureau, Municipal Development and Reform Committee, Municipal Finance Bureau and district people’s governments)
The Proposals shall take effect 30 days after the date of promulgation and shall be valid until October 8, 2025.
