Map of Key Industries in Each District of Wuhan

Wuhan Development and Reform Commission, together with Wuhan Academy of Development and Strategy, Municipal Natural Resources and Planning Information Center, integrated the planning and compilation of “14th Five-Year Plan” fully, carried out the research and compilation of industrial map, and construction of visualization platform system based on the two dimensions of time and space, focusing on the three resources of enterprises, innovative elements, and key development areas in accordance with the spirit of the 9th and 10th Plenary Sessions of the 13th Session of Wuhan Municipal Committee, Acceleration of Building “Five Centers (National Economic Center, National Science and Technology Innovation Center, Regional Financial Center, National Trade Logistics Center and International Communication Center)” and Building a Modern Wuhan and Optimizing Business Environment Conference to better promote the implementation of “965” industrial system and further improve the visibility and concentration of the industries.

The industrial map is subdivided into 100 key industrial chain and subdivided areas that need to be developed in accordance with “965” industrial system, and formed a “965+100” framework.39 maps have been drawn at present, covering a total of 367 innovative resources from 2,392 representative key enterprises, universities, scientific research institutes, functional platforms, and associations.

What does the industrial map look like?

Five major industries and leading industries in each district

There is one industrial layout map of Wuhan, which defines the industrial development orientation of the five sectors around the overall requirements of “making the main urban area better and the four vice areas stronger”.

There is one layout map of key industries in each district, which is based on the principle of no more than 3 leading industries in central urban area, no more than 4 in new urban area and no more than 6 leading industries in functional area.The leading industries are put forward through full connection and repeated communication on the basis of filling of each district.

There are 15 industrial heat maps in total, which are selected from 15 industrial categories in “965”. It is a schematic diagram reflecting the spatial distribution density of enterprises in the industry according to the distribution point and density of enterprises and the weight of enterprise scale.

There are 22 industrial planning maps in total, which puts forward the future spatial layout trend of the industry according to the 20 industrial categories in “965”, based on current characteristics of industrial spatial distribution by combining with the “14th Five-Year Plan”, the outline of long-term objectives in 2035, municipal special planning and regional planning.

What is the function of industrial map?

“Command Map” of the Government and “Guidance Map” of enterprises

The focus of the industrial map is to strengthen its application, specifically, is to play “two roles”.

On the one hand, the Government will play the role of the industrial map as a command map,that is, play the basic role of industrial map in optimizing the layout of major industrial projects, strengthening investment services, and promoting the development of regional characteristics, coordinating the industrial layout, and guiding the orderly development of the region.

On the other hand, the enterprise will give full play to the guiding role of the industrial map, that is, make full use of information resources such as leading enterprises, industrial chain layout, parks, innovation platforms, etc., deeply understand the spatial characteristics and policy guidance of “965”, make clear positioning, identify the market in industrial chain, and accelerate the effect of investment in industrial projects.

How to use industrial map?

Establish “One District, One Table”, “One Chain, One Table”

Strengthen the application in each district and establish “One District, One Table”.Each district should draw up a district-level industrial map based on the municipal industrial map, clarify the “One MapOne Policy and Three Lists”, that is, formulate an industrial development map, issue policies to promote industrial development, sort out 3 lists including key enterprises, key projects and key platforms, for promoting the development of each leading industry, clarify annual work tasks, objectives, and responsible entities, promote the implementation of each task, and turn planning blueprints into construction drawings and real-world pictures.

Strengthen the application in the industry and establish “One Chain, One Table”.The map is used to focus on the 11 industrial chains of new generation information technology of “Optical FiberChipScreenTerminal Product and Network”, comprehensive health and biotechnology, high-end equipment manufacturing and advanced basic materials, intelligent construction, business logistics, green environmental protection, cultural tourism, modern finance, network security, digital creativity, implement the Industrial Chain Chiefs, “build, fix, supplement, stabilize, strengthen, cross, and extend the chain”, promote the technology into the “chains”, enterprise into the “groups” and industries enter “parks”, work together to promote organic renewal and iterative upgrading of industries, accelerate the creation of a number of influential and distinctive industrial clusters, industrial bases, leading enterprises and core brands, and form a batch of trillion-level industrial clusters with international and domestic influence.

Strengthen the application between departments and establish an information sharing mechanism.The District will accelerate the integration of fragmented industrial information scattered in various departments and different platforms in the past, coordinate related systems such as investment maps, innovation maps, and talent maps, promote information sharing, and ensure the accurate and fast matching of projects with planning, land, capital, etc. based on the industrial map.
